Was trying to build a machine for under Rs. 40,000 for just the box this week. Settled on this config with prices from my local PC guy.

MotherboardTentative Price
MSI H410M-A PRO5400
Processor
Intel i5 1040016900
PSU
Cooler Master MWE 550w Bronze3700
Cabinet
Corsair Carbide Series 100R Mid-Tower Case CC-9011075-WW2900
RAM
2 x Kingston HyperX Fury 8GB 2666MHz DDR47200
SSD
Kingston A2000 500GB5000
41100

Turns out he got some pricing wrong. Updated the pricing. Crossed 40K which is kind of disappointing.

wanted to avoid wasting money on a low end graphics card which is why i focused on the processors with onboard gpu. 3200G and 3400G was way too expensive right now which is why i ended up switching to intel.

i am on a fourth gen intel i5 without any graphics card and haven't seen any problems with non-gaming work. this machine is going to be used in an office as well. mostly accounting work.

things are very messy if you go for a processor with no onboard gpu. 710 is the only cheap graphic card available and it is just too old to spend money on imo.

Intel's inbuilt GPU should be more than enough for pretty much any non gaming/rendering tasks

Even for encoding/decoding it's pretty good due to intel quick sync, can run most if not all 4k60 videos smoothly
A GT 710 will be more of a downgrade

You can also check if 11400/11500 is worth the extra money. It should be around 20k and will have 5-20% better performance based on task (single core performance will be much better).
It has a much better GPU, still cannot play games on it but will support hardware AV1 decoding.

Also the performance of 11th gen Intel CPUs depends a lot on the motherboards default power limits (upto 30% sometimes). TechSpot wrote an article on this. I am not sure if 10th gen also has similar behaviour, so make sure the motherboard you buy has good reviews.

i5 10400 is already a bit too much for the actual usage requirement of this machine. so not really planning to get anything more powerful.

initial plan was to just get the amd ryzen 3200G but decided it didn't make much sense. i5 10400 and 3400g prices are quite similar but i5 is definitely the better processor of these two so decided to get the i5.
