Default Gateway Issues

I had nice almost stable connection for a year. Except on weekends (BSNL said it's normal on weekends for some technical reasons).
At that time whenever connection dropped I used to get different 'Default Gateway'. For example, from 59.x.x.x to 117.x.x.x; vice-versa.

Now whenever this happens I'm getting 59, 117, 43 and 103 series IP as Default Gateway (DG). Problem is, whenever 43 or 103 is DG, I can not connect to the Internet. 59 and 117 connects me just fine.
(43.x.x.x & 103.x.x.x are new to me; I had never seen those before as DG. I saw them just few days ago when problem started happening more often.)

There's another thing,

Also whenever I restart the modem (or whenever there is power cut) I do not get DG. It stays blank for couple of hours to more than a day. I have tried other modems but they also show same thing.
Whenever that happens DNS settings on modem also changes.

For example,
Default Gateway: _______
Primary DNS: 192.168.1.1 (Usually it's 218.x.x.x)
Secondary DNS: 192.168.1.1 (Again, usually it's 218.x.x.x)

Even if I manually set DNS it gets replaced by 192.168.1.1 on ALL modems.

I have asked BSNL multiple times but the guys they sent for troubleshoot couldn't do anything.
