I guess that depends. I have the 64 kbps package, but I get speeds of 90 kbps regularly, downloads at 11.5 KBps usually. So, I'm not complaining. I can see why someone who gets lesser than the promised 64 would complain though, I would too.
Besides my point was that we don't have BSNL here 😛 . Hence Sify has a free hand. But as I said, they arent misusing that privilege here atleast.
