Somewhere i read, if OLT is from Nokia/ALCATEL, then just changing GPON serial number alone will not work even after going to O5 state. Additionally it should be from one of the supported vendor list. Probably this was the reason why changing gpon serial number works in Huawei, but not in TP-Link model. Try setting OMCI information something like this,
