Created a new FB page today. When I try to claim page URL, getting the above message. What am I missing here?.

Bump. Anyone have idea why this is happening?. Whether the 25 like thing is still applicable?.

Its probably security measure. Error message may be bit misleading.

You can not simply create a page and all of sudden rename it!
