I hope they realise this as I questioned them about its legality so they might double check whats going on and why the root domain is 'banned' just on MTNL.
Ya I too suspect its a routing issue as my hops drops off as soon as it reaches their first DNS server. Whereas the traceroute for github.com proceeds through their servers to eventually connect with MSN network.
Edit: once again, can any other MTNL Mumbai please check if they are able to access github.io?
Also please mention if its FTTH connection or BB connection.
I tried it through my neighbor's FTTH connection and I cannot access github.io, so I am certain its not just my issue.
If someone else can check if they too can't access that would rule out that its just my exchange thats having the issue.

Another juicy update.
I actually got a reply from them with more details!
They provided me the DOT letter and the ban list dated 25-11-2020 which has a list of domains/sub-domains and IP addresses to ban and more information as to why it was banned.
The documents are marked confidential so I am not sure it would be very responsible for me to share it.
So I will share only the relevant information, the ban list has a lit of domains and the corresponding IP to ban.
One of the subdomains in the ban list is bigogithub.github.io and it doesn't really have a corresponding IP to ban but MTNL did a proactive thing!
Here is a snippet of how the DOT banned document has the list

And since DOT never asked them to lift this ban till date they did not unban it.
Now I have requested them to reconsider this ban to limit to the subdomain and not the IPs as it seems event DOT also didn't mention the IP for a reason.
I hope they consider my proposal of banning the subdomain and realise this was a mistake and amend it. or I might have go to the grievances website shared by someone in this thread and request them to help with this.
