First open, command prompt, type :

ping 8.8.8.8 -t

Second open your browser, and check speed on fast.com

Do you see a spike in ping in the command prompt when the speed test is being down?
 
Ofc there is a spike in ping times unless you use sqm, better than this just visit Bufferbloat Test by Waveform
 
@HC1337 Which isp is that?

I notice that this bsnl connection is getting killed whenever I download something continuously. It would be downloading at 10mb/sec and then drop to 2mb/sec in between and when I ping my gateway, its giving me over 200ms
 
RailTel/RailWire, even my Local ISPs stay stable during full saturation of the connection, Airtel is really good in this department too AFAIK.
 
@HC1337 Do you have any suggestion on how to explain this to the bsnl people here? What do I say?

If I tell them, they will do a speed test and say 'Everything is fine'
 


loaded latency would be my guess, but don't bother, even Jio has bad loaded latency and they do nothing about it, not yet atleast. I doubt BSNL people will be willing to solve anything here.
 
It is pretty good, just another small ISP taking bandwidth from Airtel. Nothing blocked, great latency and good QoS.
