Can I get replacement SIM in other state?

I have a West Bengal BSNL SIM. Now the SIM is not getting detected.
Currently, I'm in Bangalore.
Can I get a replacement SIM from BSNL for other state?

I want to keep the number in WB circle. That's why. Else I'd have ported the number.
