Hmm, but why Power-Line? It was neither successful nor promising, for the main stream atleast. I think what would affect India is better international bandwidth, and well, more semi-decent ISP's.

err net over the power line is very disruptive. it emits radio waves because of the signal passing through it. it will cause disturbance to all things that work on radio waves such as wifi, blue tooth, the common radio and even cell phones. even people who have pacemakers are threatened by it. i say keep that away because it might also cause cancer like high voltage lines and cell phones do.
