Buffering and packet loss on Excitel Broadband

My friend has reported packet loss issues while playing csgo multiple times but to no avail.

I just got a call from Excitel and they seem to have started peering with Netflix, can someone confirm if that's indeed the case as I don't have a subscription anymore and fast.com is still giving me mixed results like before.

What you want to know?????

Netflix was earlier also working fine.... Full HD on Shield...... and even now....

If there is peering it would go beyond 30mbps on the 1605 plan. It doesn't cross 10-12 for me.

netflix worked great for me on my shitty reliance 4mbps connection that gave 2.8-3.2 in reality.

you would not be getting uhd quality on it though.

Netflix should be working fine now, at least the most popular content of it

If more subscribers of netflix can check and confirm how it behaves last few days it will be helpful and if it doesn't work to report on what kind of device and whether all content (new, old, popular) is not working or only particular content.

Fast.com is not served by Netflix servers at least in India, and because of this can't be used as a measurement tool for Netflix experience.

Also fast.com sometimes is served by servers outside of India which distorts the results due to higher latency to reach them.

@Excitel Since 9.20am today I'm facing a huge packet loss in my area. Already raised complaint but no action is taken from your end.
Anything above 0% is total nightmare!

You should talk to your LCO about your line stats...... connectors/ wire etc. should be checked.....

Mine is ok.....

Well you just can't do anything if they (LCO and Excitel raised ticket) aren't ready to accept the problem typical sarkari MTNL telephone vala. For them, speedtest.net is the god. If it has the speed then it's working as intended and you're wasting our time.

Do a tracert to Excitel. If it is okay, try with Indian server not on their network. If all is ok, problem should be with Excitel provider so try to foreign server and see.

Here are the results:

excitel.com: Note the packet lost after hopping from sub-switch 10.1.96.1 9 (3rd hop) and 17th hop

theverge.com: Once again 3rd hop and 11th hop

google.co.in:
Interestingly 3rd hop revealed their main switch.

netflix.com: TOTAL SHAM that they are providing peering for Netflix. Almost all packets were lost when tracerting Netflix.com using @Excitel.

imgur.com: I couldn't even upload images using imgur because uploads were either getting stuck midway. Guess what packet lost in between.

103.208.85.130: A famous Left 4 Dead 2 game server in Singapore. Once again note the 3rd hop. Cause for huge sudden spike in latency when playing.

Points worth noting:

1. Main switch on 10.200.200.1 will time out for every tracert to any foreign server.

2. This switch is Huawei Technologies made.

3. Almost all foreign traffic also time outs at some last point. Maybe 2 or 3 hops before the last checkpoint.

4. Sub-switch is running on MicroTik

So there seems no denying that there is a packet loss issue at my LCO. But they aren't ready to hear anything. They'll just forcefully select the Excitel server on speedtest.net and show you the full promised speed of 20mbps with 1ms ping. Hence no packet lost.
