BSNL or private ISP

My cousin stays in a rural area and wants to get a new connection. He has two options - BSNL FTTH or Wishnet FTTH (a local ISP in West Bengal). Both connections cost Rs 499 + GST per month for the 30 Mbps plan. Setup cost, etc., are the same, Rs 3500 for fibre, GE+POTS+WIFI (not sure if it's dual-band) ONU. How are BSNL's routing, speed, downtime, etc.? Wishnet is more or less a stable ISP (uses TATA backbone) but I don't have any experience with BSNL's international routing. He prefers BSNL for the landline services. Is BSNL any good?
