BSNL network sucks

This is 2020, still, bsnl have the same issue of network route busy and cross-connection. Is this copper-based telephone line. I call my parents bsnl number, but calls go to another user. How it is possible? When i call from bsnl number to my airtel number, then automated IVR said - all route busy. What busy? My phone is standby and using 4G volte network. I think the government should think about bsnl, bsnl need financially stable as well as technically. Stoneage network equipment they used.
