bsnl fup page not loading not able to decline

i tried it on explorer 8 in win 7 .. not able to load is the message i get. any one getting accept decline page these days? should it have win 10 ! to work.

Internet Explorer cannot display the webpage​

this is what i get in ie8

Unable to connect
Pale Moon can't establish a connection to the server at 172.30.167.25:8090.
same in firefox.
This site can’t be reached
172.30.167.25 refused to connect. in chrome

When I used BSNL years ago, I faced the same problem many times.
It opened in IE or Opera, never in Firefox.

IE 8 is 10 yrs old, as good as obsolete.

I have read somewhere that BSNL has stopped Top up facility of all unlimited broadband plans.
