BSNL EVDO UL750 Plan : Recently getting way low speeds in daytime 5KBps-20KBps

I have been using BSNL EVDO UL750 plan for last 4 years. both at my HomeTown in Rajasthan and in Noida. since last 4 years NO Problems, except in rains and bad foggy/cloudy weather.

In My Area , the Tower were located nearby at both places. So i always get full signals.

previously when there was No 2Mbps increment by BSNL ,
so my speeds were around or gr8er than 512 KBps (50-80KBps)

after last months 2MBps increment feature by BSNL , my Speeds always were around 1Mbps(100-180KBps from Oct 2015) both during daytime and nighttime.

However, from this months Jan 2016, my connection is behaving Weirdly.

my Nighttime speeds are in 1Mbps range, all good at night from 10pm-11pm-12am onwards

BUT DAYTIME Speeds reduced over some sites/services in range of 5-20KBps.
which is very slow.

-web browsing is sometimes slow, sometimes fast.
-direct http/ftp downloads from Nvidia, Microsoft servers, Ubuntu os also giving me 5-20KBps.
-Uploaded, Rapidgator, Keep2share, Linksnappy http/ftp direct downloads too are giving in range of 5-20KBps.
(tried testing with different http servers)
-my paid VPN connection also giving 5-20KBps daytime , when i try downloading/web-browsing anything using it. image downloading is also slow over VPN.
-Torrents(with good seeders) giving me 50-60KBps over direct connection (which is strange)

At very Late Night times speeds again get back Normal both on Direct connection and VPN.

So Any idea What could be the problem for very low & unusual/weird speeds in daytime ?

Is BSNL throttling like some things ?

Now as per the saying goes - "you get what you pay for" so you should at the least or most.

If i have purchased and am paying Rs-750 as per BSNL's EVDO UL Plan,
and they promise even a minimum of 512Kbps for Wired connection, (once FUP limit is crossed over some wired plans)

so i should also atleast get 512Kbps around in daytime.
And 5KBps-20KBps is not even 256KBps.

I can't remain awake at night all the time. sometimes speed comes after 12am or 1am.

So What's wrong with BSNL. I have talked to my local office they say BTS device is okay.
I have talked to NOIDA head office, they say everything is okay from their side. if there is problem at their side it's common to all in region. they say talk to local office, like in circles.

I have been thinking to file a complaint with TRAI too and email them.

We talk about making Digital India and Revolutionizing internet in india and we get 5-20KBps for an Unlimited Plan Connection, not even 512KBps , Is This How Digital india will be made. making people crawl at low speed like snail. Slow Slow and more Slow!

and Fair Use Policies over 2Mbps Wired UL Plans is also a kind of joke which wipe out 1Gb limit quick in few hours at that speed initially for power users/heavy downloaders
and then Tadaaa!!!! Keep using same Old 512 Kbps, "IF" it comes.

First of All Digital India is a day dream unless 2mbps is not defnied as minimum wired broadband speed and 512kbps over wireless broadbands(i.e. photon,netconnect and bla bla)
EVDO is wireless connection and unlike wired connections there is no minimum speed criteria for it.So you can't argue to give you minimum 512kbps.
BSNL was never interested in EVDO services and the biggest proof of this is that their official recharge portal doesn't support prepaid CDMA/EVDO connections and they are killing this service and slowly and BSNL employees don't want to move out of their chair and I am damm sure after your complaint they would not have bothered to check BTS and gave you a "templete response".
Try your luck File a complaint on BSNL complaint portal http://mis.bsnl.co.in/pgs/internet/pgwebregn.asp take a screenshot of Complaint number because you are not going to get it on your email/provided contact.
I filed a complaint for 3G signals,my problem was that signals in my area keeps switching between 3G and H mode and in 3G mode it never gives more than 10KBPS,nobody tried to contact me on my mobile/email and when I checked my complaint they simplied closed the case citing the reason that distance between my home and BTS is too far below is click of tower from my home. Image is captured without zoom.I am going to write this to Minister of Telecom and to Senior Grieances officer of my Circle.

If you can find any alternative better switch from bloodsucking BSNL. If you modem is unlocked try Rcom CDMA's Rs949plan it gives full unlimited data capped at 1Mbps
