BSNL DC++ hub for northern users ?

hey guys, is there any DC++ hub for northern users of BSNL ? I have loads of stuff that i want to share and wanna grab some from others(Probably Hollywood movies). My ip starts from 117.xxx but sometimes it is 59.xxx. So is there any one out there ? if so please share !
btw do DC++ provide lan speed ? (i doubt it) ? i would like to download over from other bsnl's users.
 
Running a DC++ hub over an ADSL network is of no use. Idk if its possible too.
