BSNL broadband huge bill for nov

Hi Guyz,

I have taken BSNL broadband connection on NOV-10( plan 500C, own modem), and the usage was minimal...I never downloaded any large files...but today I recieved the bill of 8200 for NOV from BSNL....It should not be more that 2000 as I might have used min 30 minutes per day these days.....This is really a shocking fromn BSNL for a new User...Can any one plz help me to figure it out...this is my first month billing....the usage details for NOV in BSNL Portal

Chargeable Units(MB) Excluding Night Unlimited - 2674.85

As the 500c plan allows the freee download of 1.5 gb per mnth, the chargable units should be 900 mb for NOV....please correct me if my understanding is wrong......And I request your help for this issue
