how to change dynamic ip address without power off modem?OS: Windows XP 2002 pro service pack 2ISP: BSNLBroadband Plan : UL750ADSL Modem: UT-300R2UDynamic IP : BSNL old server starting with ip range 59.*.*.*router-type setup :router (modem) is configured with a PPPoE connection (ALWAYS ON)

Simply switch to Bridge mode. Just disconnect using " disconnect " button in the dialer.

I think ipconfig/release will do the job for you. Not sure though. Trial and error required.

ipconfig /renew will renew DHCP IP i.e. mostly 192.168 series NOT the public IP.for change in public IP, u either need to go to bridge mode OR reboot modem manually OR via telnet script

both are almost same. it depends on ur use. in one case, ur router/modem connects to ur ISP, in 2nd case ur OS does.

Yep. Both are same. But you need to be in PPPoE if you are trying to connect more than one machine at the same time. Bridge mode with a firewall is as good as PPPoE.
