All the addditional details you had given not posted in Post No.1.
most users will not give full details, and members responding assume
certain possibilities. ( or should be an Astrologer/mind reader or with Sixth sense
to get the full details !!!!)
For telephone usage also a security deposit required. earlier Rs 499/ could be for
telephone usage.
BB one month's rent as security is not exempted ,
even if you avail One year payment plan . ( rules not specific)
BTW if you change the plan midway pro rata monthly rates will be
charged and a surcharge of extra One month's rent will have to be paid!!!
However a phone call to A.O(T.R) or a personal visit , if possible
may help to clarify the matter, or if deducted wrongly given credit in this month's bill.

If you suspect wrong billing better visit the accounts officer or check on phone. Normally they correct such mistakes without much question and refund will be given in further bills.
Since threemonths have elapsed after you got a NEW Telephone connection and Broadband connection try this.for all three monthstotal the full bills less Service Tax. ( inst+ telepsec+bbrent +sec depo=insta+ excess calls if any )give break up item wise ........... security deposit 3rd instalment Rs 167/= ( telephone local/STD calls security Deposit Rs 500/=) may be billed this month.(Sept 2011).update thread when you get the bill next month.Appears you did not pay any Advance along with application for New telephone connection and Broadband connection.
