BSNL BB- redirection- looking for a strange IP

From time to time, when I try to connect to a site, I get a message saying waiting for 117.202.20.131 and sometimes it says connected to 117.202.20.131. The page then does not connect to the site I am trying to connect to.

I have just raised a complaint with BSNL, but does anyone know what this would be caused by ? A whois query on this IP says it is owned by NS Cell...
 
117 is BSNL's IP range.
 
I know- the whois query showed me it is owned by BSNL and has the role NS cell.

Try switching to OpenDNS or GoogleDNS. See if it still happens.
 


It is caused by some trouble at their end.Seems to be caused by some connectivity problem somewhere.

I kept complaining until the connection issue was resolved from their end. Even if this comes from time to time, reloading the page now resolves this. I must say that all said and done, the people at my local exchange have been very responsive on this( even if they were not all that great at diagnosis).
