First they need to try to launch 4G. The best thing they can do is try to negotiate with DOT and get a 5 MHz block in 700 MHz pan India and launch 4G, they can do with less number of towers. They can surrender thier 4G spectrum in 2500 MHz(Band 41) which is useless for a company like BSNL and it can be better utilised by companies like VoIdea, Airtel or Jio.
Lol ab toh MTNL and BSNL ko merge kardo warna this would be the first instance that 5G would be launched everywhere except the national capital of the country with a population of billion.

thy'll technically launch it ie they launch it in one or two cities , that too in specific areas and then take another decade to launch it completely pan india by the time which jio would have shifted to deploying 6g networks
