BSNL 3G: Recharge Voucher or Easy Recharge

Hi friends, I just got myself a new 3G simcard but I am facing problem of recharging it.I would like to know if we need to recharge for data plans using "recharge voucher" or "easy recharge". I am asking this since they(BSNL) are not selling any recharge voucher for data plans or voice plan. I did an easy recharge once with Rs. 110 top up, but when I downloaded a 3 mb file, they deduct Rs 17 from my balance which is shocking, since they say that 1 mb cost Rs 1 in data plans.

How to add to the "Main balance"?The "data recharge" does not seem to restore the main balance that has been deducted.
