BSNL 3G now allocate Private IP instead of Public IP

Seems like BSNL is giving local ip in the range 10.*.*.* to 3G users. I noticed it today after there is sudden speed drop and pages refuse to open.

Did they change it before or is it new? Weren't they giving public ip's before? There routing seems to be shit now.

I use 3G router, TP-Link MR3420. SS is of router page.
 
No Still i am getting old 117 ... IP ( Location Tamilnadu )
 
I get ip in 117 range and still have the same issues like page refusing to open and speed dropping occasionally.
