Just use TCP Optimizer to find optimal settings for your PC. No need for all this registry editing.

And don't be surprised if your 256 kbps connection doesn't show any noticable improvement.
 
Now we are going to make changes in the registry. Now if we want to change it back, can we just delete the file so that everything is restored ?
 
^ if windows registry is changed and you want to
change back then you have to edit registry with
care to delete unwanted entries .

or take a backup of entite registry before the change
and restore it if required !
