Best Mobile Plan

I am looking for a GSM operator (except reliance)I want free local calls on same network .. tht is my only need for calling purpose..Also I need the operator to provide a good/cheap gprs plan .. edge enabled .. I have 3g enabled handset but since no one is providing tht so I guess I have to go with edge only ..So can anyone pls suggest me any good operator which provides me above options ..

Go with BSNL , 3G enabled any two no in 20 paise on same network, Else go with Reliance or Docomo,

no bsnl here in delhi .. and I already have reliance gsm .. its pathetic ..
