Any ISPs that assign customers a WAN IP should be the ones you are looking for. In these ISPs case, you are the one that does the forwarding on your modem/router. However, ISPs which have the local cable guy (middle man), the LCO gets the WAN IP and you a within his LAN from there, if he forwards the ports then it would work, you basically have no control over it.
Airtel, BSNL, ACT etc... provide WAN IPs directly to their customers as there are no LCOs involved, best look into one of these type of ISPs.
