this is why people use VPN. the best they would know is that the person was using a vpn. but they won't know what he was doing while on vpn. all data sent and received would be to/from that vpn's ip. this is why government hates vpns.
fact remains, even without vpns, most data transmitted online is still fairly secure and encrypted. most of the web is now https. isps can still check the domains you are visiting but not exact pages. TLC ECH would prevent even that and this is why some countries have already blocked this encrypted traffic. looks like china also blocks tls 1.3 on their national firewall.
this is why pegasus is so useful for the governments. they do not have to monitor internet data. they can just monitor the device. or even plant evidence on these devices.
