210-215 Kbps? I get around 50 kbps max usually around 36 kbps avg. Which Bittorrent client are you using? Also for the last 2 days i've noticed the netconnection speeds have been fluctuating widely between 80 kbps to just 1 Mbps. Is this a common problem?

hmmm, is this a temp "technical problem" which mtnl's facing or is mtnl actually upgrading the speeds of the NU users too ????
