Are mobile service providers charging for internet settings?

I was charged 1.50 from both Airtel & Vodafone while inserting sims(dual sim) in my new android mobile. Is this normal?

When i inserted Vodafone sim 1.50 was deducted and i thought it was my fault. But when i inserted Airtel sim and 1.50 got deducted i confirmed that it was not at all my fault.

lol. this sounds pretty absurd. i have never received internet settings automatically on my nexus devices. and it's nasty if they are charging for the same!

never happened to me on vodafone. could be a phone specific thingy. i am using a xperia zl. i jus removed my sim n put it back. no money was deducted.
