Anyone using DishTV in UAE?

If you are, how do you manage to get it recharged in India? Asking for a friend. He gave me a VC number but that turns up as "invalid" on DishTV and Paytm. While registering on Dish TV's website it shows the VC as an "international VC" and does not proceed towards further registration.
I know a LOT of people get their DTH recharged in India. What am I missing here (other than the legality angle)?
 
Someone I know bought a connection for his home in delhi. Then he took the Dish to the UAE. Simple. I've recharged it once thru the DishTV website. Was fine.
 
Is it possible to purchase a new VC (one with a different number than the one you had) without needing to purchase an STB?
 
You need to get a STB and VC paired together and purchased in India. I think you will get it in the UAE itself in certain desi shops... my friend had taken his DishTV to Afghanistan and used to just recharge it online... he was a network engineer on the US base there...
