Any scope for radical improvement in broadband standards?

Considering the significant increase in average file size over the past few years, I was wondering if TRAI is considering upgrades in broadband standards... like broadband connection should atleast provide 2Mbps transfer rate. Or is it just that Indian consumers are not demanding enough, which enables ISPs to sell 256Kbps connections, is the word "broad" justified for such connections, shouldnt it be something like broad"inthe90s"band or capillaryband.
