Do you really believe that he was totally unaware that loot as in 2G scam and CWG scam was going on under his leadership?

We are made to believe that A. Raja digested whole of Rs 70000 crore or whatever that amount is and everyone else was innocent and loot ka mall was not shared with everyone else. How can we believe all that?
