Why does Google have such confusing programs. I enrolled for the beta program thinking I'll automatically get 13 when it gets to beta but it turns there are separate beta programs for 12 & 13 and the only way to switch between them is to format your phone. Why not just have one beta channel

Yes there are two. One is the Pixel Feature Drop Beta for Android 12 and one is the new 13 Beta.

Google today released the third beta build of Android 13. With Android 13 Beta 3, the new release had finally hit the Platform Stability milestone.

Got the update finally since the 12 beta ended. Seems like Android 12.1 rather than a new version. I guess there isn't much left to overhaul, only small evolutionary changes.

Thankfully finally they have copied the notification permission from iOS on installing new apps.
