Have been facing exact same issue of high ping during 9-11 pm with airtel. They tried to reduce optical power in router but still not resolved. I think I will have to change the ISP itself.
 
9-11pm is usually the peak usage time, on both my isps latency increases by 10-20% around that time. it shouldn't be as bad as in ur case ofc.
