the Department of Telecom (DoT), and sector regulator Trai, have realised that they never allowed intra-circle roaming for 3G winners. This renders roaming pacts between the trio—Vodafone Essar, Bharti Airtel and Idea Cellular—invalid. The same for the Aircel-Tata DoCoMo combine.

3G spectrum row: Sibal talks tough, but will meet telcos

Sibal dismissed the request made by the three operators, to Prime Minister Manmohan Singh through a letter that in case they are not allowed roaming services, the government should refund their spectrum auction payment with interest along with compensation for all the capital investments made by them to build the network.

Responding to this demand, Sibal said: “These companies want that we should take back the spectrum, why would we?”

i guess airtel et all didn't read the board on DoT's door before entering. " Goods once sold will not be taken back" lolz

😛 GOvt will not give back even one paise they took from 3G operators. Its like they say in the hangover 2 movie. . "That money is now with Thailand "

renting the spectrum to other companies for intra-circular roaming is wrong.consider videocon giving 3G access now by sharing spectrum with Airtel it wouldn't be fair.
