I don't think so.
Last-mile connectivity is what Airtel actually throttles to control your bandwidth speed. This is the speed they are letting you have from their server to your system's interface (router/modem/bridge). This "channel" is also shared by other users in your immediate area so that is why on a 256 kb/s connection, you may get a lower actual bandwidth at certain times of the day.
The 12 Mb/s you refer to is perhaps the speed between your router/modem/bridge to your system (last-metre speed?). This depends on the interface used to connect said device to your system: USB, Ethernet, PCI, etc. All other things being equal this has no relevance to your actual connect speed to the Internet.
