Airtel Speed 60 Kb - 0 Kb - 60 Kb

Hi everybody. since change my residence and transfer my DSL line. my download speed goes up then down then up. i mean if i download any file DU meter shows 60 KB then 0 KB then 60KB. it repeat in 3 - 5 minutes.
i am also complained in CC but nothing to do it. 🙁
