I used it myself on 8th of this month.

use a minute on incoming call on that number if that is already away from NCR and ask them to
see the deduction.

No. 5 is indeed roaming recharge.

I did via Paytm and they said it was roaming only.

I think I had similar issue, and then used USSD to activate it.

if the person who is going on roaming and is not comfortable with USSD Code.
you can save a contact with USSD code and ask them to use it only once in a morning.
