So much this. I understand how the cheap plans helped a lot of people in coming online for the 1st time but this wasn't a sustainable business model. Glad some increase in APR is coming up.

only unlimited data plans can be queued not yearly

iirc Airtel said that if the current plan + new plan' validity exceeds 180 days then the new plan will be activated immediately. Otherwise, it will be queued. Need to check if that has changed.

If only they improved their network

They don't need to or improve only by a small amount. There will be people who would leave once these tariffs comes into practice. This would lead to less congestion on the existing infrastructure and thus better service.
Airtel's playing smart... Kick out those low paying customers to Jio or VI. If you want good service, you will have to pay... atleast that is their mantra.

Waiting for reaction from VI, although already know they would follow suit.
