I don't understand why operators jumped from 30 to 28 or 56 instead of 60. Was it a TRAI imposed restriction?

it was a way to get an extra month in a year. most people don't mind losing 2 day in a monthly recharge. but over a longer period of month you end up paying for 13 months in a year.

this is why their yearly recharge plans seems confusing. you pay around the same money (200/month for 12 months) but you end up getting a month's worth of service free.
