This is what worked for me configuring the UTSTARCOM Wa3002G4 modem provided by BSNL as a wireless switch to work with ACT broadband.

1. Disconnect the modem from the existing wi-fi network
2. Connect the computer/laptop to modem using the LAN cable
3. Access modem(type 192.168.1.1 in your browser's address bar and log-in as 'admin' with password 'admin') and restore(factory) default settings(it will/should reboot)
5. Create new SSID
6. Set up security protocols
7. Disable DHCP
8. Disconnect LAN cable
9. Reboot Modem
10. Access new wi-fi network go to the ACT Broad-band log-in page and log-in
11. In case you are able to access the wi-fi network but NOT able to access the ACT website as it happened for me(in all probability you will get a DNS server related error) do the following:
a) Click Start, type command prompt in the Search Programs and files box, right-click Command Prompt, and then click Run as administrator.
b) At the command prompt, type the following and enter after each command.
ipconfig /flushdns
ipconfig /registerdns
ipconfig /release
ipconfig /renew
(I did all the above but I think what works is the 'ipconfig /renew' command)

You should be able to access the ACT log-in page now.
Thanks.

PS: I have posted in an older post but figured I'd post is it as a new topic too.
