Apparently it is still not clear how many Windows Phone devices have been activated

Communities Dominate Brands: Bizarre Stat of the Day: Microsoft (and Nokia) have only achieved 50M Lumia activations? Seriously? Out of 76M shipments? What happened to the other 26M? Seriously! Tossed into garbage by retail?

How they count phone is activated? after that phone is registered with Windows Store (or Google Play, Apple Store)?
If that is the case, then several phones sold might not listed as activated if their owners chose to use phone offline permanently as feature phone only.

based on that logic, android probably has 1.5 billion units in this world.

It is quite possible that Android mobiles shipped could be much higher that activated devices number. I know many people using Android mobile (cheaper) who never use it for internet browsing, now they could have installed any app from Play store.
