Why Indian Police Hold Suspects’ Hands - India Real Time - WSJ

Here’s why: Indian law says the police must touch a suspect. When making an arrest, a police officer “shall actually touch or confine the body of the person to be arrested,” according to India’s Code of Criminal Procedure.

If the suspect forcibly resists arrest, the officer “may use all means necessary to effect the arrest,” according to the law, but it does not specify at what point handcuffs may be used.

The criminal code also says that a “person arrested shall not be subjected to more restraint than is necessary to prevent his escape.”
