Here's how it is...
1 KB (1 Kilo Byte) = 8 kb (8 Kilo Bits)
The download speed is measured in KBps (Kilo bytes per second) whereas the bandwidth is in Kbps (Kilo Bits per second)...so, if you are getting download speeds of 7 KBs, your bandwidth is 7*8= 56 Kbps. In your case, it is about 75% of claimed bandwidth...which should not be considered too bad.
