Reality Of The Current Situation That Tata Indicom Is In

I from Chennai using AirTel 128 UL now.I was with DataOne 256 (1gb limit) initially and due to their lack of technical person for support and download limit of 1gb, 6 months back ive moved to AirTel UL 128 option. For the last 2 weeks the connection gets disconnected frequently. From the day 1 i just ~60kbps or less only. In BitComet i get 5KBps download and 10KBps upload speed, whereas with my DataOne i was getting around 15KBps. Really for the last 1/2 months, AirTel speed is totally worst. I general when i check in speed test sites, i get 60-80kbps only and with torrent i get 5-7KBps (i.e around 40-60kbps). Suggest me whether TATA Indicom UL128/256 will be a viable option. One more tempting option with TATA indicom was their Free Static IP with all connections, which i can use to host my website. Kindly suggest me.Jinishans
