BB HOME COMBO ULD 950 speed is not 8Mbps ?

I have recently changed my plan from CNT 630 to BB HOME COMBO ULD 950. I was expecting 8Mbps but I am only getting 4Mbps as per speedtester.bsnl.co.in. What should I do ?

Also I can see that many file hosting websites are blocked in BSNL ? Why is this so ? What is the point in having such a high speed connection then ?
 
Can someone with this plan please share your experience.
 
The blocking of sites has been discussed in another thread. It was to block illegal broadcast of World Cup. It was across different ISPs, not just BSNL. As for getting low speed, check your downstream data rate.
 
I am on the same plan. I am getting the below speeds

My down rate was fixed at 8024Kbps. I want to ask them to increase my downrate BUT My local exchange fellow was a PSYCHOPATH so i avoided contacting him

The Broadband plan BB home combo ULD 950 is changed to BB home combo ULD 999 wef 01/05/2014 .
The parameters of the plan itself are - speed Upto 4Mbps till 8 GB, 512 Kbps beyond 8 GB with monthly 400 free bsnl to bsnl calls.
