How to lodge a dispute with Credit Card Bank

I have bought a phone from shop.rcom.co.in on EMI. They have charged my credit card full and are not converting to EMI and telling me that there was some error with the payment gateway and they are unable to convert to EMI.
Now they are asking me to do a fresh payment and telling me that they will refund the earlier payment as soon as make the new one.
I am fed up of this and want my bank to intervene. I have paid using Standard Chartered Credit Card on 30th April.
Can i lodge a dispute over the transaction? What are my options please suggest.

Complain to the CC.
Tell that you want the payment reversed as it was not converted to EMI by the biller.
