Do we need a USIM for higher speeds?

Hey guys some dude in CC the told me that I need a USIM if I want to access speeds greater than the 3mbps Average I get in Delhi. Is it true? I have a 21Mbps compatible dongle and phone. You all may I noticed I am asking for speed test in other threads. This is the reason. Guys what speed do you get? Or its higher than 3mbps are you on a data only plan?
