Internet Connection Idle Time

Hai guysLet me come straight to the point. Is there any software that detects when the internet is idle for a specific amount of time and trigger a program say a download manager or something? Or is there any command or code that detects packets transferred during a net connection? So that I can write a program that triggers another application when zero packets are received or sent. I checked thru google and yahoo but no result.Pls help.Thanks in advance!
 
what exactly are you trying to achieve? If you're trying to make a download manager / accelerator of some sort which will download in the background and automatically throttle the bandwidth it consumes on the basis of the load on the link then I guess flashget already does that for you. If you're talking about Linux then i'll have to check...
 
flashget wont do the auto throttling part for me no matter how much i try to get it work.it stays at .1 KBps no matter how many other applications are using the net. 🙁
