Very slow speeds on MTNL FTTH Fibre Network

Last I checked, the whole kit and kaboodle for the FTTH stuff was completely separate, right from equipment in the CO/exchange to the cabinet (whether they're putting in new street cabinets or just hooking up passive splitters in the newly wired societies) to the users home.
It's all provisioned differently too, hence my pointing it out to begin with.
