3G for Ipad / tablet

I am looking to buy a 3g sim card for ipad , mainly work in following states
1) Maharashtra / Goa
2) Mumbai
3) Kerala
Can anyone please let me know if vodafone3g is available in all these 3 sates , i think its not in kerala , so if i use Idea over there will i be charged extra ?
Also how do i check my 3G balace on Ipad ?

I've used BSNL in Pune, Kerala. Worked fine. I think MTNL will work for you and heard their speeds are really good.

Yes currently am using mtnl and bsnl while roaming but the problem is am not able to use 2g bsnl when I don't get bsnl 3G
